Luck of the Sea shifts fishing odds toward treasure and away from junk — it doesn't make fish bite faster, it just changes what you pull up when they do.
What Luck of the Sea actually does
Each level increases the treasure-catch chance by roughly 2.1 percentage points (from a 5% baseline — up to around 11.3% at level III) while decreasing junk-catch chance by roughly 1.9-2.0 points per level (from 10% down to around 4.2% at level III). Plain fish catches shift down only slightly (under 1% total across all three levels) to make room for the treasure/junk changes.
How to use it
Luck of the Sea is for maximizing treasure drops specifically — enchanted books, name tags, saddles, nautilus shells — at the cost of slightly fewer junk items (which most players don't want anyway). It doesn't affect how often you get a bite at all; that's Lure's job instead, and the two stack together with no conflict.
Well-known builds that use it
Luck of the Sea III is standard on The Ideal Fishing Rod Enchantments, alongside Lure, Unbreaking, and Mending — see also The Cheapest Way to Get Enchanted Books, since fishing is a real source of enchanted books.

Frequently asked questions
Does Luck of the Sea make you catch fish faster?
No — that's Lure's job. Luck of the Sea only changes what you catch (more treasure, less junk) once you do get a bite.
What counts as "treasure" for Luck of the Sea?
Enchanted books, enchanted fishing rods, name tags, saddles, and nautilus shells, among other rare items — distinct from plain fish and "junk" catches like leather boots or bowls.
Does Luck of the Sea conflict with Lure?
No — they stack freely on the same fishing rod with no conflict at all.
