Each level increases sneaking speed by 15% of your normal walking speed. At level III, that's a substantial, very noticeable speed boost while sneaking compared to vanilla's famously slow sneak speed.

Swift Sneak is purely a quality-of-life pick for anyone who sneaks often — around ledges, warded/sculk areas (where sneaking avoids triggering sculk sensors), or just general building. The real obstacle isn't deciding whether you want it — it's getting it at all: it only comes from ancient city loot chests, at roughly a 23.7% chance per relevant chest, making it genuinely non-renewable and one of the harder enchantments in the game to acquire.
